Mr. Memmer was born on August 3, 1943 in Detroit, Michigan and passed away on July 19, 2014 in Houston, Texas. He proudly served his country in the U.S. Navy during the Vietnam War. He is preceded in death by his parents, Charles and Lenore (Nieman) Memmer.

He is survived by wife, Edna Memmer of Onalaska, Texas; son and daughter-in-law, David and Lynn Billey of The Woodlands, Texas; son and daughter-in-law, Joseph and Mindy Phillipson of Onalaska, Texas; daughter and son-in-law, Crystal and Bobby Holmes of Trinity, Texas; sister and brother-in-law, Kathy and Tim Snarey of Sebastian, Florida; grandchildren, David Billey, Jr., Brandon Billey, Shane Billey, Jewels Billey, James Jones, Jr., Jacob Ashton, Tyler Ashton, Emily Ashton, Robert Bishop, Jr., Ashely Wilkinson, and Brittany Wilkinson; great-grandchildren, Tristen Billey, Hannah Jones, and Scarlett Jones; along with numerous nieces, nephews, other relatives and friends.
