Euel Ray "Ray" Hill was born on August 16, 1934 in Wood County, Tx. to Euel Xistus Hill and Creeble LaVerne Gilbreath Hill. He passed away on March 26, 2025 at Timberwood Nursing and Rehabilitation Center, Livingston, Tx., following a brief illness.

Ray attended school in Lamesa, Tx., and received BA and MA degrees from the University of Texas in Political Science, with majors in Public Administration. He enjoyed a long career in the government sector, serving first as the assistant city manager of the City of Las Cruces, New Mexico, then as the Assistant Director of the New Mexico Municipal League. Following that, he served as the Executive Director of the West Texas Council of Governments and then the Deep East Texas Council of Governments. He moved to Kansas City, Mo. in 1989 where he later retired as the Director of Finance and Budgeting for the Kansas City, Mo. Public Library System.

Ray met the love of his life, Elizabeth "Ann" Scott, while he was working for DETCOG and Ann was working for Polk County Judge Wayne Baker in Livingston, Tx. They married in 1985 and lived in both Texas and Missouri, returning to Livingston in the early '90's, where they enjoyed reconnecting with Ann's classmates, as well as the many friends they made through involvement in area groups, including the choir members of First United Methodist Church. Ann preceded Ray in death in 2021. He was also preceded by a sister, Marcella. Ray will be placed in Eternal Rest at Floral Hills Cemetery, Livingston, alongside his bride.

Ray and Ann's family includes his daughters, Stacey and Shannon, and grandchildren Miranda, Marissa, Mikaela, T.J. and Kelsey; as well as her children Wayne "Cal" (wife Dana), who passed away in 2017, and daughter Lisa (husband Robert), grandchildren Jennifer (husband Josh) and Rachel (husband Derek), and great-grandchildren Colton, Bailey, Denver and soon-to-be a fourth great-grandchild, Theo.

A graveside service will be held at Forest Hill Cemetery in Livingston on Monday, March 31, 2025, at 10:00 a.m., with Bro. Carl Williamson officiating.
