Wilma Elaine Carter, 74, of Livingston, Texas was born May, 17, 1950 in St. Louis, Missouri and passed away February 10, 2025 in Livingston, Texas. She was preceded in death by her mother, Rachael Barker; and her father.

Wilma is survived by her husband, Shannon Reed Carter of Livingston, Texas; stepson, Shannon Carter, Jr. and wife Rozanna of Garden City, Missouri; and sister, Cynthia Meadows and husband, Bud of Lee's Summit, Missouri; along with numerous other loved ones and friends.
